Uganda – UCC Adopts ICDL for Small Scale Digital Skills​


Uganda Communication Commission (UCC) is a Government of Uganda agency that is mandated to regulate the communications sector in Uganda.  UCC set up the Rural Communications Development Fund (RCDF) to enable citizens access technology infrastructure and services. ​

RCDF has adopted ICDL as the training platform for upskilling the different communities in Uganda. ​

RCDF signed a partnership with the Federation of Small & Medium Enterprises of Uganda to sponsor digital skills training for the members of the federation. The recent figures showed that Digital Citizen and Digital Citizen Plus and over one thousand (1,000) people have been trained. UCC is considering to have ICDL as the standard digital skills program across the different sponsored training they offer. ​ This is Under the Universal coverage Policy.
