In 2015, ICDL Africa Signed an MoU with the Ministry of Youth and ICT (MYICT) in Rwanda and among the deliverables ICDL to support the development of a National Digital Literacy Policy in Rwanda.
The Policy has been Developed in collaboration with MYICT team and has been approved during cabinet meeting on 26 April 2017. The Policy states that all employees governed by the public service law and those employed in Government owned corporation will undergo training and be certified with globally accepted digital literacy providers. Also, the new job entrants must have at least basic level certificate from globally digital literacy providers.

This puts ICDL in a good position being a globally recognised digital literacy providers and having an MoU with the government.
