Meeting Between ICDL Africa Management & the Ministry of ICT in Rwanda

The ICDL Africa Management & the CEO had a meeting with the new Minister of the Ministry of ICT in Rwanda , Jean de Dieu Rurangirwa with objectives of Introduction to the new Minister, Review of the past 3 years achievements , discussing about the renewed signed MoU , the implementation and uptake of ICDL programmes. The ICDL Foundation CEO shared his concern of the low uptake of the ICDL Certification program. He was of the opinion that the ministry facilitates this uptake by issuing a ministerial order recommending that every civil servant be required to have an international certificate in Digital Literacy as mandatory. He further suggested that every new job entrants in the Government would be required to have such a certificate if the ministerial order would take long to be realized.

The Minister supported the idea of the ministerial order though there is no a definite duration and this may take long due to the process involved in issuing such orders. He emphasized the need to start offering the training to small numbers as ICDL works towards the target of 55,000 people as the National Digital Talent Policy states. He continued suggesting that early next week ICDL to set up a team to work on the short-term implementation plan of ICDL. He is also willing to host a meeting between ICDL and University of Rwanda to link ICDL with the Association of Public Accountants.
